Fixed a few problems with the site interface:

• smaller images center correctly when using quick preview
• thumbs that are small enough to fit the preview do not have a quick view icon ()
• only allowed resolutions (below 3x zoom) are enabled on the resize page (adjusted dynamically as you select the crop region)
• better “hot” ranking, combines novelty (how old the image is on the site) and votes with a new method
• make images on gallery pages float centered when resizing the browser window
